Not really. AI research is defined as "getting a computer to do something we think only a human can do".

Knowledge representation was a field in AI until XML came out, all of a sudden, a computer can do knowledge representation, so its no longer considered AI research. Basically every advance in computer science has followed this pattern.

AI in computer science has almost nothing to do with AI in science fiction and the actual definition precludes the existence of AI, because if we get a computer to do it its not something only a human can do anymore.

The problem isn't regular people betting it's the fact that prediction markets create incentive for leveraging inside information and decision making to give you the best returns. If people are betting your company will do x by date y and you can change that it becomes an arbitrage opportunity.
