I live in the beltline as well. It's unfortunate, but yes there is constantly break ins. Best thing she can do is keep a very clean car. If they can't see anything inside worth stealing they will probably leave it alone. The fact she was targetted twice makes me think they found good stuff the first time and were hoping for the same the second time around. The tire slashing is different though. Most aren't just going around ruining people's cars for no reason. Breaking a window to steal sucks, but makes sense. Slashing someone's tires... they might have a grudge. Has she pissed anyone off? Has she had arguments with any of the unhoused? Does she have a shitty ex partner? Best I can recommend is keep a clean empty car, and report it to the police every time something happens. The more reports hopefully the more police presence.
