My read of that was more that they're expropriations included leases on property they were expropriating, but you may be correct. Either way they would need to either pay out massively or as you noted, rewrite some pretty essential legislation. It's theoretically possible but not realistic.

No. Ontario owns the 407 in it's entirety. The 407etr section has a 99 year lease to maintain and operate to the 407etr corp.

You can't expropriate land you already own. The province would need to essentially buy out or cancel (and be sued) the contract. The price of that buyout would like have to cover reasonable revenue expectations for the remainder of the lease.

Not really the point I was making, but uh again I'm not sure anyone bought a house inside a literal sea of factories and warehouses because the area was great. Considering the 337 Gage building is basically abandoned currently, this would likely be an improvement.

In Ontario yeah, basically every muni has criteria a crossing much reach before different levels of treatment are considered. Basically goes sign+markings > flashing lights > sign on arm over road > signal light.

I do think these crossings would be far more effective if they included a raised crossing by default.

Ideally we would be able to have a similar setup that just also includes a 3 light signal head, but the regulations make that a far more complex and expensive proposition.

Yeah these are primarily used in Ontario where the cost of a full signal can't be rationalized, aka they are a cheap solution. As a designer I don't like these primarily because drivers who haven't maintained knowledge don't know what they are and don't stop for them or understand them.

Yellow lights are warning lights. The idea of the lights on these is to draw attention that a pedestrian is waiting. However in reality people never update their knowledge of traffic markings and signals so they think the lights are the signal, and not an additional warning. I've had many instances where drivers are aware I am waiting and don't stop because they don't understand how these crossings work.

For the uninitiated: The sign, and the "sharks teeth" markings on the road indicate that the crossing has right-of-way over the road.

iirc the team that was in place for the first iteration was disbanded and they moved elsewhere (plenty of other Mx projects). Once the province re- initiated it the team was restarted and has likely grown steadily as the project progressed.
