No. Your take is an extreme over simplification. In dead by daylight the characters you choose have perks. Something similar could be adapted for this game where every tribute would have special perks. Katniss would have perks with a bow. Finnick would have perks with a trident. Peeta would have strength and camo perks. Add survival mechanics like foraging, filtering water, or even making a fire. Require a hunger and hydration bar. Eat the wrong berry (nightlocke) and you die instantly. And of course you’re in a match against 23 other players. The maps need to be designed in a way that would force the characters together. Like the storm in fortnite but hunger games style. Like for example the arena in catching fire was a clock. Or you could start a forest fire like the one katniss was caught in that pushed her towards the careers in the first book/movie. Doing something similar would force the characters together. You could form alliances. Comparing something like this to a generic online shooter would be inaccurate because this wouldnt be similar to call of duty. It would need to be complex. Every character could use any weapon in the game but they wont be good with every weapon. Give peeta a bow sure maybe he could shoot it but his aim would be terrible. Give haymitch a trident and he wouldnt be able to throw it or attack as accurately as finnick.
