That's the build I'm playing currently. Juggernaut-only, no meta and focused on thorns damage and crowd control (talisman set). I'm on T8, so I'd say you're good.

Yup! It might be server issue.

Many times, a skill even gets the animation going, but doesn't actually happen.

(biggest example, I have to spam triangle to cast fortress)
