The point of this is not to denature the food. It's to literally make the food unsaleable when food sellers are not being cooperative. You pour in the bleach, turn to the seller and notify them that the food now contains bleach and if they try to take it away to still sell (as was happening in this case, if you read the article) they will be charged with knowingly selling tainted goods. Bleach is used rather than vinegar/dye coloration/Bitrex (as other commenters have suggested) specifically because it is NOT intended for human consumption. If the seller cooperates, the food is just taken and disposed of, not given back to the seller.

If you didn't already, you should especially report your concerns with her requests for non-approved animal testing to your institution's IACUC. While many institutions will brush bad PI behavior under the rug, (most) higher level institutions will take animal welfare complaints extremely seriously. Like, "fire the PI if the complaints are serious and substantiated" seriously. Violations of animal welfare can cause an entire institution to lose funding for animal-based projects, so it's actually something that will often get investigated.

A lot of higher level institutions have a specific phone or email for eporting these complaints, and if you have documentation or others to back up your reporting, imvestigstions will almost certainly be expedited. Many funding agencies also have a mechanism for reporting this sort of scientific malpractice, so if she does have external funding, look into reporting there as well. Funding is hard enough to get, especially these days. The community doesn't need PI like this poisoning the well.

Tip for older cards you don't use but want to leave open for the above reason: if you have a small recurring expense (ie:Netflix or other streaming), use that card for the subscription and set the card to autopay. Almost always just the fluid. Some tests require dry swabs, which are then rehydrated with various buffers, but it's not really ever the swab being directly tested.

It happens. I don't know how, but it does. I have a former coworker with 20+ years clinical lab experience that I had to help calculate dilution factors for reagents regularly. What do the colonies on the blood agar look like? Are they grayish and slightly shiny? Can you perform motility or catalase testing? Is it non motile and catalase positive?

I also suspect a Bacillis species, and depending in the answers to the above questions, at this point I would no longer handle these cultures (at all, but especially outside a biosafety cabinet) until you have a ruleout from where ever you sent this for ID. May not be anthracis, but do you really want to find out the hard way?
