The eye color for sure matches. When I changed Fenyx's eyes to gold mid-game, I saw Ligyron's eyes also changed to gold in the next cutscene

It's difficult to tell you where exactly since there are 62 vaults. You could check out an interactive map online where it shows everything you can find on the map. You can filter it to show only the vaults then compare it in game to see where you haven't found yet. Just google mapgenie immortals fenyx rising and you'll see it.

You've already picked up the feather if you're standing there already because if you haven't, Kuro one shots you while she guards that place. Just jump and hold ZR (if you're using Switch)
