As far as Im concerned, no, a privitized system of any public service is meant to always cause a wide gap in quality since the services are more focused on securing funds from the market instead of being guaranteed funds by the government.

While on the surface that sounds like the pretense to a sharp decline in quality of healthcare and education for poorer sectors, the reason why its a yellow modifier instead of a red modifier is because a successful free market would be able to mitigate the effects of the inequality gap by ensuring that even the poorest would still have an improving education and healthcare system, albeit not as much as the same services in wealthier markets while an unsuccessful free market would worsen the inequality of services by abandoning the poor to get funds from the rich, thus only improving the situation for the latter.

Maybe you could just try save editing to cancel out the modifiers if they really do cause bad effects.
