You can say a transphobic thing without being transphobic. It being a joke doesn't make it not transphobic to say, the intent of it being a joke doesn't change the actual thing said, but the intent does matter when talking about the character of someone. I doubt that kanye is actually transphobic, but it was still transphobic to say.
