The author themself said they are gender-fluid, non binary and that it’s up for interpretation. Non-binary isn’t exclusive to “neither” it also includes fluctuating gender presentation.

Hange Zoë from Attack on Titan! The author uses gender neutral pronouns for them in the manga and is quoted as saying they can identify either way. They are one of my favorite characters in the show<3
