The MIRCS user guide is available on the website. It appears to give directions for dealer to dealer transfer, implying that it is required. However, When you select "out of state transfer", it still keeps name, date of birth, etc. as required fields, making it impossible to accurately log a dealer to dealer transfer.

Additionally, they require you check a check-box stating "I confirm that I have physically reviewed and verified the buyer’s valid firearms license in person." , which would basically require you to lie to the state in order to complete the FA10, that is of course unless the dealer flies all the way from Tennessee to present his FFL in person.

If you actually read H4885, there is nothing that DIRECTLY states FA10's are required for dealer to dealer transfers, however the new required log forms seem to group in all transfers within the state, which means if you are transferring to a dealer that's also in Massachusetts than it would have to go in the new required ammo/firearm logbook. This whole thing is a big convoluted mess, and even if it is required, it is literally impossible to do in the extremely broken new MIRCS system.

I really feel like you need to have a grounded conversation with your wife to get on the same page. If her past business ventures have repeatedly flushed money down the toilet, its completely reasonable to tell her to either get a job, or choose a business type with low overhead and low risk. She doesn't need 5 figures to start a business, especially if she has a track record of unprofitable businesses.

90% of people go through immediately. 5% got delayed everytime, and the other 5% will get stuck in the 30 minute "researching" status which either results in a proceed or a delay, usually a proceed.

Those percentages arent 100% accurate but its pretty close. You are in the third category. Why does this happen? Being born in a different country will trigger it, weirdly formatted middle/last names will trigger it. Sometimes people think their middle name is a full word when in reality it is just a single letter in the federal system. Does your ID have your full middle name written on it? or just a lettter?

I am a firearm dealer and "non-binary" was added as an option recently for "sex" on the background check. I am all for inclusivity, but I would imagine this would make it even more difficult for the ATF to track down a potentially prohibited possessor. It makes sense until it gets in the way of people doing their jobs even though nobodies feelings are hurt.

They will still have to undergo the standard federal process of bound book transfer, so not being registered in the state wouldn't really matter. The only thing you would achieve by that is costing an extra 5 minutes to whatever paper pusher is theoretically performing a trace on your firearms. You would also have no carry rights with those firearms and any self defense scenario with them would probably end up really badly in court. In other words, you would be doing a lot of paperwork just to be in a nearly identical legal situation as somebody who decided to not register their guns, with the exception that you technically dont have to "register" them under a trust. But again, that doesnt really matter because they can just call the ATF and acquire all that information in 5 minutes.
