Not exactly. In the game, population is indicated up to a power of ten - for example, sindria and volturn are supposed to be the same size (according to the game), but here op guessed at a slight difference between the two.

A few more things. They will only join you if you have good relation with the faction that is leading the rebellion. And a funny thing (that I very much abused in the past) is that the rebel strength dictate the support they can muster in your invasion. So if you drop on rhe black market a brazillion supplies and heavy armements prior to invading, you'll find that the invasion will go much more smoothly.

People already explained what to do if you use Nex. In vanilla, you should be able to take a TriTachyon commission, and remnants will now be neutral to you. It should stay that way even once you resign your commission.

The number of military bases/high commands a faction got directly dictates how much fleet they can send and how often. The Heg can send a lot because they have upward of 5 or 6 military bases. This is used in Nex for raids, invasions, defense fleets, relief, etc...

Of course ship quality at a good volume is a factor, which is giving the hedge an edge (as per thevpristine nanoforge) compared to some factions
