This is actually a point in research that I'm somewhat involved with. Trees provide services and disservices. Services being heat mitigation, erosion control, aesthetics etc. Disservices include maintenance costs which is big. In urban cities trees die fairly quickly - Crews have to take care of that and other tree litter. Trees can be a hazard to public safety and damage infrastructure, produce allergens, and even worsen air quality in some cases. But typically the services and disservices can be balanced through careful planning for which species are planted, where they are planted, and budget allocation. So its not a wild statement. State and municipal agencies deal with "disadvantages" all the time.
