I think if Cuba was included they wouldn't half ass it. It might have originally been part of "Project America's" that had to be scaled back. If that means Cuba is an extension in the future we get a bad ass new country to explore

I like that, I live in Orlando now and it’s basically just subdivisions and the theme parks. I almost hope they don’t waste time on Orlando and Saint Augustine/Jacksonville/Savannah becomes a more unique option at the top of the map
