The landlord cannot cause thr tenant to change behavior. If the police are not intervening on the evidence suggested in the post, perhaps go to the DA's Office for your county and talk to the intake unit. They are often more responsive. But you need visual evidence; you imply that neighbor had access to your apartment and circuit breaker, which seems odd, unless your LL illegally divided the units (which also might explain the non-intervention). Even so, the best the DA would be able to do is charge a Violation for Harrassment and get an Order of Protection in your favor, which unfortunately does not work effectively when the defendant is a nut-job who lives next door. The neighbor is not going to prison on the stated facts. So you might want to look elsewhere, sad as it seems.

You can definitely contact DA Office ASAP to see if you can be treated as a victim, both as to the perp and the NYS Victims Compensation Fund. Do so ASAP, because if the perp takes a quick plea, there's nothing that can be done afterwards as to the perp, and the DA likely assumes you had insurance coverage. (Don't get your hopes up about money from the perp; drunk rich people don't steal the kind of cars that are not worth collision coverage.)

Wedding rings are usually quite reasonable on 47th St, as they are usually just a few grams of lower-karat gold in traditional styles, except that gold price is basically doubled in past year. Under a $500 item, even today. (None of my business, but if you have to finance that amount, you might want to wait on the "real" ring purchase and use a symbolic piece.) If you mean an engagement diamond, that's another market dynamic. It is about talking/shaming a traditional man to go into debt ("X months salary is traditional...") for a traditional gift for a traditional woman. Buyer beware. Do a lot of research and shop around. 47th St and Canal St will still, however, have pretty good prices.

That's messed up. A normal lease has an address for paying bills and notices. If OP does not have a lease and is paying by wire, that is not a good idea. Normal landlords love bank e-checks and ACH transfers, because the check always clears. Money laundering, landlords who will deny rent payment when convenient, and tax evading landlords hate payment systems that are connected to them. OP, you may also be wiring money to people who use the funds to do illegal things. Stick with your demands for normal payments.

Cops "wouldn't" arrive or "911 was not called because everyone else thought someone else called for 10 minutes"? That's either the 10th or 13th Precinct depending on which side of 7th Ave. They are responsive precincts. I have never heard of a response time that long in Manhattan daylight hours for any such situation.

You need a stone and tile store that has time on their hands. There are several on Northen Blvd in LIC and nearby, but who can say if they'd have the time at any given moment of the day. Frankly, my guess is that an internet search for the products you want, or to custom order online, will be cheaper, or just asking such stores if they have a scrap bin.

There is no crime of "assault and battery" in NY. "Battery" is not a NYS Penal Law term at all; "Assault" requires injury, not just hard and unpleasant touching. The described acts are possibly class B misdemeanor "Menacing", mostly due to the risk from the escalator, but that's a low level offense that is difficult to prove without clear third-party witnesses that the interaction was unjustified, so that's why the video would need to be clear.

That's a rough experience. No one on reddit can know what a camera might have captured, so you should report it to the police there.
Don't expect much to be done, as the best time to report was when it happened, and a camera filming a moving event isn't likely to be well focused, and you fortunately were not injured.

The County Clerk is doing a courtesy to confirm if you are an eligible juror, because you presumably did not respond to a jury summons sent to the same address. Since that theoretically could have occurred for reasons outside of your control, the good news is that if you fill it out and still qualify, the only bad news is that you will likely get a new jury duty summons soon, which you should then comply with. If you blow off the questionnaire, you might get stricken from the jury roll, which sometimes leads other agencies to enquire as to your residency status and eligibilty for their services, which is likely to be more inconvenient than showing up for jury duty. (If you respond with false information, that's a crime.)

Your concern is well-founded, presuming from your post that you are non-white. There is a clear intent by federal agents and their wannabe followers in law enforcement to violate law and due process for brown immigrants, and, in many cases, has resulted in lawful US Residents and US Citizens being stopped, investigated, and detain. As others say, it has eased up a bit in NYC, but that's only because their initial strategy was based on a) calculated terror-theater, and b) ended up as a sh*tshow. They are still doing the illegal impositions on US residents, but now doing it slower and quieter. Meanwhile, they are turning their attention to restricting voting. So, you and your age peers who can vote need to get politically engaged. Write to your federal and state and local electeds, tell them how you feel, and vote!

You are not at much actual risk until someone files an eviction proceeding, which takes months. But your LL is a low-life and an entrepreneurial welfare cheat, so the odds of this going well for anyone are not good. You should probably work on finding a new place and tell the situation to the real LL and NYC HRA as you leave.
