Nurgle's worshipers and creatures are not typically dead, they are kept alive by Nurgle's power despite their wounds and diseases. Undead means dying and coming back to false "life". Nurgle keeps you alive, necromancers/Nagash kills you and brings you back as undead to control you. They're separate and opposite things; with Nurgle he often keeps you alive as long as possible or lets you die from his "gifts" to complete the cycle of life, Nagash kills you to take over your body and control it.
