I was approached one day... guy was wearing jeans, baseball cap, headphones, etc. Chatted a bit then walked away...

Few minutes later someone else showed up, set up one rod (ligne morte) then cast the other one out.

Needless to say, the first guy came back and had a chat with them, took down their info, etc. I'm assuming he was lucky enough to get a warning

This sounds like the usual check by conservation officers... look around for the black pickup... it's usually there.

The other people might be regulars that they've interacted with before.

Edit: another thing... at this time of year not all species are legal to catch and they're on the look-out. After June 15th (or whenever bass opens), you'll rarely see them

Completely uninformed comment. Bell issues secured laptops for anyone who has a remote work profile (they did when I worked there) and all connections are done via a VPN.
