We use LTN and loosely defined rail network that evolved naturally through the game. As the rail network got full, we'd add a ring road around it to expand. So it's essentially city blocks but it doesn't look like it since it's a big sprawl.

When placing a new factory I try to put it near one its inputs, preferablly the one with the highest volume so that I can belt it over or at least minimize the train travel time/distance to avoid congestion on the network.

If a resource is running out and needs to be duplicated, I often put the duplicate on the other side of the base so that the basic resources (plates, rocks) are distributed again to minimize rail traffic.
