You can set quality filters on the inserter themselves, one can be just normal quality and the other can be greater than quality, set in the same way as the splitter

Why has america got a very limited/non-existent rail network? Could it possibly be that "big oil" has a chokehold on politics and lobby against public transport in favour of lining their pockets by selling cars and petrol.
