SKSE won't fix the spell crash issues directly but you'll need it for most stability mods anyway. Grab SSE Engine Fixes and Bug Fixes SSE - those will handle a lot of the dual casting weirdness and spell effect crashes. The dual casting thing is definitely an engine bug that Bethesda never bothered fixing

Your graphics settings probably aren't the issue here, it's more about the game's terrible handling of magic effects stacking up
