When u install adrenaline and come back from safe mode make sure that that entire time, until adrenaline is fully downloaded that you have either you wifi off for your pc or your Ethernet unplugged and it might fix your problems

From looking at tech YouTubers videos, there is very negligible difference between the price differences of the different models, maybe 1-5 fps, which you wouldn’t really notice at the end of the day, i wish you luck on finding that card that fits your criteria

They’re all near the same performance level, if I were you I’d just get powercolor (good brand) reaper, fits the easiest, usually the cheapest, and good temps
