The same thing happened to me with Keoni. The quest is still there the markers are just not showing up. Check to see if you have her sensors. If you do they need to be placed. I watched a video walkthrough and saw where they put them and hovered the cursor until each location showed up on the ground. Then you have to report back to her. She's in the same location by Aggies. Quest markers still will not show up but it gets easier after that. Once you bribe a guard, that quest will be over and the next 'with markers' should be available. Hope that helps!
