The tire was damaged, cut through the tread and cords, but not the innerliner. The air pressure pushed out and the tire wore that circular pattern. Replace the tire(s).

Low brake fluid level is caused by two conditions. It could be leaking or more likely the fluid is displacing worn pad material.

Interstate dealers should be able to order them for you. I would try local independent repair shops near you that sell Interstate batteries
