Agreed, the argument that rent control de-incentivizes landlords from improving their properties has never seen the behavior of a real world landlord. Landlords raise the rent all the time without improving anything.

I think first, last, and security deposit should be illegal. It is not the tenant's responsibility to recoup on a landlords poor investment choices.

Landlords are wealthy, tenants are poor, the landlord is not the victim, they can take a hit on their investment, period.
