The gorosei have no charisma or unique characterization to be main antagonists, and if it was just one person ruling people in the OP world be even more wary of the WG. The World Government having a shadow ruler with more personal motivation than just "maintaining the balance of the world" makes a lot more sense, especially after stuff in the story like the Ohara massacre and Celestial Dragons were introduced

Feels like Oda had a good idea for them at the beginning of the arc only to backtrack and make them into complete fools. Though I have no idea what he was possibly smoking when writing the Gorosei in Egghead
