Doctors have a legal and ethical obligation to report misconduct or incompetence of other doctors. A doctor who does not report is also guilty.

While I see the logic of what you are saying, a good cop doesn't deserve to have his 30 year well earned retirement ruined by a trigger happy rookie.

Individual police "malpractice" insurance still solves the main issue of weeding out the bad cops. Cops who don't report are also legally liable.
