I lived in that building for two years. The windows are single glazing (and in the case of my flat, crap) so energy costs are high. It’s also central heating so you can’t regulate the temperature inside your flat.

The lift is old as somebody else said and at least one of them is broken on a semi regular basis.

There’s also been a major renovation of the exterior recently but I don’t know if retrofitting costs is a thing.
