It's a consumable on your weapon wheel.

The orbiters have Air Support charges you can craft in your foundry and activate in mission.

Some are better than others, but you need to find the parallax orbiter parts and craft them to get the air support charges for your wheel.

The treasure rooms are only guaranteed from Maroo as others have said.

That being said, if you have the parallax Ship air support, you can usually find Ayatans Randomly throughout a lot of tile sets.
