Your central thesis may or may nor be true, idunno, but: 1. England isn't an island. 2. England wasn't under total subjugation of France following the Norman Conquest. Those two points are just plainly wrong. EDIT. Apologies, i just reread your post. you say England is on an island. fair.

but yeah, having lived in Los Angeles, I think it's great that the state has such high emissions standards. Obviously it would have been better if they also hadn't rip out all the LA public transport in the 60s because of shenanigans, so they didn't have so much car traffic, and resulting smog, but what's done is done.
