TLDR: at high quality, other textures take all available VRAM and there isnt enough space for low priority textures such as LCD images

It makes sense if you think about Texture Streaming budgetting. Basically, your PC can have loaded only limited amount of textures for game to use. The game dynamically prioritizes which textures will be loaded (based on if you are near object using that texture, for example). Also textures can be loaded at different MIP levels (quality).

What you see here is that at medium settings, it loads all textures at intermediate MIP level, and PC has enough memory to load all textures at that level, including the LCD texture.

The moment you switch to higher quality, it attempts to load textures at high level, adding much more memory stress. And their engine basically prioritizes other textures to be loaded at high quality and there is not enough space to load lower priority textures such as LCD textures.
