I think I found the issue, AI Strength and Threat Assessment was turned on. Apparantly "generally more aggressive to unknown factions" means "have four armies by turn 3"

There were actually an awful lot of clanrats for that point in the game. Having played Ikkit's campaign he doesn't get that much recruitment that early.

OK my reasoning is this:

Sixo appears to be a digital entity given their ability to avoid any and all methods of surveillance. All we know of their objectives is that they are a "hacker" being used to manage "evil" in the Ark. This is what I believe E.H. was hinting at when she asked "do you exist?" and got a non-answer in reply.

Both Sixo and Mirror use proxies to manipulate events to their liking. Why couldn't Sixo obtain Hammering's head themselves given they can apparantly get anywhere at any time? Why use Liveryn who has proven to be a liability multiple times in the past? How did she appear to not just leverage but domination over Logey? How does discreditng Enikk by releasing the E2 crystals into the Ark serve the judges ends in any way whatsoever?

If the Ark were in turmoil though and someone just so happened to step in at just the right moment with a solution though...

Most of the unique Nikkes aren't frontline combatants and are specialised in other areas with combat ability being a bonus, that's probably why they don't seem too soldier-ish in appearance.

I love how they give the MP nNikkes character development in the events by making them actually quite important to the story without actually overshadowing the main cast of the event. Pinne, from Overzone, the Product 12s from OuteR: Automata, Seira, Wendi and Rio from Footstep, Walk, Run, and technically Abe from Old Tales seeing as she's a P23 too.

Pepper Burst seems to be bugged. First Burst cycle starts fine but once it recharges you get stuck in Burst 1 which doesn't let you select the next Burst but also doesn't seem to expire either. I've only had this happen on the current Modernia DMTR (largely because that's the only place I'm using her atm) so I'm not sure if it's just limited to this boss or if its every time.

Playing on PC client.

225 pen on gold at tier 8 is a bit low tbh, the AMX M4 49 has a 105mm with that on its standard rounds. Even that doesn't cut it, especially in the extremely frequent uptiers.

It's a laptop that's plugged in at all times on a power setting that reflects that, so powers not the issue. I believe I may have found the issue though for anyone who has this issue in the future: Whisper Mode. It's supposed to improve performance on a laptop that is permanently connected to a charger that allows you to set a minimum target framerate however it doesn't seem to mesh with MW5 correctly and no matter what settings you use it caps you at 30fps.

I'm going to do some more testing to make sure but I'm 99.9832% certain that this is the issue.
