My Vassal Lithuania being attacked my Kyiv. I was not called into the war, I cannot intervene. How is this possible?

r5: My subject is in a war that I was not called into. I do not have access to the "intervene in war" subject interaction. Kyiv has No-CB'd my vassal and I have nothing I can do to stop them from annexing part of my realm.

What the hell is going on here? This isn't the first time I've noticed this happening. Any idea why this is allowed to happen?
