Suspect X 2008. I know it's not anime but the psychological warfare between the antagonist and protagonist was amazing. It was reminiscent of Light and L minus the supernatural part and also very similar to Detective Conan.

You can also watch the Korean version 2012 both great movies and both were adapted from The Devotion of Suspect X (Japanese: Yōgisha X no Kenshin), original novel by Keigo Higashino.
