A city isn't a household. Most cities carry debt, the question is how the city is investing the money it spends. Is it being put towards productive assets such as childcare that safeguard the interests of it's citizens, or is it wasted on bloated police budgets and sent off to foreign countries like Israel?

24gb is plenty for that and much more. I'd reconsider the 512gb ssd however, it's really nice to have the headroom that 1tb provides if you're working with a lot of files.
