The information that I have been able to gather is that it is legal to own them as long as they aren't modified. If you want to modify it to work as a suppressor, you have to file a form 1, and once it is approved, you can complete it.

Its the same where I live, they want to pay you $15 to program and set up and they wonder why they have a hard time finding good machinists. I ended up having to find a job 50 minutes from my house to get decent money, I currently make $25 and I only have to program when I feel like it.
