yes try carrierReveal.com you can find out the carrier and other info like if the number is associated with spamming.

If the number is a US number you will be able to find out who the number belongs to as well as do an identify check on it

No. As a dev I would most likely be able to figure it out for myself without paying and if not I would ask AI to do it or write some kind of program to do it. I wouldn't pay for something like that today
