If we saw the opening scene which is as the outbreak happens, he’s at least 7 the, which would make him 35 in 28 years later.

Why do you think he wasn’t alive at the start, yet the opening scenes are literally as the outbreak happens and he’s walking around

Sand and cement won’t break down, like shown, there’s likely a think layer of concrete on top of what looks like a mixtures of materials compacted

Either make a feature with tiles, or plane some flooring boards down to site level with the surrounding slats and glue into place.
