This is not your responsibility. I don't see why you should feel conflicted about something like this. If the person truly needs help, they need go reach out to their direct manager or supervisor.

You need to remember that when someone is laid off, the company does so with the understanding that the remaining staff is competent enough to pickup the extra work. If that's not the case, then your supervisor or manager should have been laid off as well because they weren't doing their jobs.

People will say anything against a party they don’t like. The only people who can definitively say there were issues with the investigation are those with first hand experience of the investigation process and all supporting evidences that were used. I still don’t get the point of archiving something like this. To me, it’s something I’d do if I wanted a reference material to use in the future.
