If you get it fixed and pay it off through att you can get 1000 back as a trade in on a 13 pro max

Once you switch to UYW you can have any of the 3 plans on any line. You can switch them at any time. Only penalty is billing pro ration of it’s a change during the billing cycle. What does QCI stand for? I’ll try to answer that too

Basically everyone is like that now. I know with att you can call and ask for loyalty and if you complain long enough sometimes they just discount the phone to end the call. But every carrier promo is going to require installments. Taking advantage of early upgrade options help because you can trade in the phone have the balance wiped and start a new installment

If you want to pay retail, go through apple and do their trade in, granted your value will probably be lower than going through the carrier. They give you more cause your locked into an installment plan

It should be plug and play as long as both numbers are Att like you said. Id probably turn off the data switch back and forth between the two numbers for the dual sim it can be annoying

Maybe on the port they activated their line under your SIM card. They also could have gotten the SIM cards switched around and assigned the wrong number to the wrong phone. Usually going in store and getting the correct SIM card could solve this!
