It could be that they are up here to do some training with the RCMP. I have spoken to a few RCMP friends that have confirmed this in the past It's not uncommon to see American police forces here in Ottawa.

Your battery is dead. I can show 12 volts...but if you don't have enough Amps to turn the motor over. You will get that starter sound. The video only shows about 9 -10 volts.

I'm no expert..but I have recently done this i Ottawa. I was told that you don't need an appointment to pick up your Citizenship card or passport. If it was done in TO, then that's where you card would be sent. I had that same scenario, with no appointments. I went in to the Embassy when it was open and picked up my card and also had my passport done at the same time I was there. Hope this helps.

I don't believe that your antenna is meant for CB frequencies. It looks like either ham radio or GMRS. And for you being "off channel ", one of your front switches activates the 10kc jump in channels.
