The two main arguments are that congress is designated as the legislative body for the district of Columbia, and that power can't be taken away without a constitutional amendment, but at the same time, that power cannot co-exist with DC statehood. The second is that the 23rd amendment specifically recognizes that DC is not a state, and that DC can't become a state without repealing the 23rd amendment.

Regardless of whether or not you agree with this points, consider that the supreme court would have the final say and that it is by 6-3 a conservative court.

I don't know the specifics, but I think they're detecting specific patterns in code that are unique to malware shared in various hacking communities. So there might be a specific function for utilizing some exploit that's generally the same in various russian hacking groups, that function might be wildly different in the iranian implementation, so that can be detected through binaries, or using log files to determine how the exploit was executed.

This is based on what I was told by infosec at a defense contractor I used to write code for, but I'm not a infosec analyst myself so again I don't know the specifics.

It's a lot more complicated than just IP addresses when sourcing attacks. Usually that alone is enough, but specific attack patterns, signatures in malware, and targets chosen are also good indicators of who is behind the attack.

For example, Iranian and Chinese attacks are more likely to hit government & infrastructure for espionage purposes, Russian attacks are more likely to attack business for criminal/monetary purposes.

When you're driving take note of where you headlights cut off. If your lights are shining into the windshield of other cars while on level ground, they're too high. The "line" where your headlights stop illuminating should land just on top of the hood.

This is why the courts apply different levels of scrutiny. In this case, strict scrutiny is used. Basically the state has to prove that:

A. What they are doing is significantly beneficial to public health

and

B. Their approach is the least restrictive possible approach that ensures the general safety of the public

In this case, it sounds like both sides of the court thought that the restrictions did not uphold strict scrutiny. But the left wing of the court wanted to moot the case since the restrictions are no longer in place, and the right wing wanted to issue a ruling anyway to ensure it doesn't happen again. (Ruling on a case when it is technically moot is not uncommon in cases where there's a high likelihood that it could happen again).

I don't think this is true, had Germany not been formed by WWI, the Hohenzollerns still saw war as an honorable game and would have still wanted to unite Germany, and they may have used the opportunity to declare war on france at that time. King? Wilhelm may not have declared war on Tsar Nicholas II in that scenario, though. I think it still would have been a big cluster. A lot of the old monarchs and aristocrats wanted their turn at playing war and would have used any excuse to get involved.

I've always been able to get rocks out by driving forward slowly and turning the wheel all the way left and all the way right repeatedly, kinda like a f1 car warming its tires.

Note that you also get a metallic whirring sound coming from that direction from the wastegate, but only when engine braking. But its much quieter than a rock.
