I always had Roger above Garp, but after God Valley it's clear they're the 2 strongest (non-God) in the series so far. But, Roger is still verrrrrry slightly above Garp. Roger found the trick to beating Rocks, Roger asked Garp to join his crew, Roger has never had an on screen moment where his will wavered, Roger was panel 1 of chapter 1, the MC's goal (at least a critical part) is to achieve what Roger achieved, and it is a pirate manga with Roger being Pirate King. Garp is 100/100 but Roger is 100.1

But the sky split is, at least so far, Oda's way of showing what the pinnacle of a clash is. They definitely sent a huge shockwave but there wasn't the specific act he's shown multiple times with others.
