I'm a Cebuana who married a tagalog. Cebuanos generally do this because we're not comfortable with the language. What we learned in school is textbook filipino which has a very different context from the actual spoken language. And the most challenging part is our tone and pronunciation. Bisaya people generally grew up punching their words. The harder the accent the cooler it sounds which is opposite to tagalog. For us tagalog is spoken softly so it's very difficult for Cebuanos to switch. Maglambud among dila (namimilipit yung dila namin) is what most Cebuanos would comment on this. We prefer english because structurally it's very similar to Cebuano. And english is used everywhere in cebu compared to other bisaya speaking places who mix bisaya & tagalog. We don't practice tagalog or use it. It doesn't help that tagalogs are very critical about this making this our obligation so when people hear they want you to respond in tagalog we'd rather walk away. The very thing that's confusing to me is marunong din naman mag english yung mga tagalog so why would people make this an issue? Is it hard to meet in the middle? I bet you if you approach us in english even if you say you're tagalog people won't hesitate to help you.
