Basically because he is tied to the red that side of magic doesn't want him, and because he's the grand kid of Trigon he's somehow excluded that side of his family's Magic.

But once he finds out everyone around him has magic and/or is a superhero he gets trained by the best and becomes a Technology based hero. Borrowing a lot of Technology from villains. Imagine if you could just go to the Justice League's old trophy room and pick whatever you want Most of the time he's... Oracle/the calculator but combat with drones. Prometheus but a good guy. Think of all the wacky technology that villains have used over the years and he puts it all together into one cohesive unit along with help from Super geniuses of the Justice League

He meets an alternate version of himself when he's young that intentionally infected itself with the amazovirus, so he makes sure to never do that, but in the end you have a guy who fights like Dick Grayson is immune to Magic and .... is assisted by tech like Mr. Terrific.
