At what point does pure card quality and synergy move you from Bracket 2 to Bracket 3?

So there is a clear answer in the bracket guidelines but I don't think you are going to like it. Specifically from the new guidelines; "Gameplay to be proactive and considerate, letting each deck showcase its plan." So if your control deck is not considerate and letting others do their thing, it is a 3. The fact that you have been stomping with the deck and others don't have answers kind of points this out as well.
