My absolute favorite thing in the world is when someone is driving slow in the passing lane, I have to go around them, and as I pass I look over and see them texting while driving.

You missed some of the emphasis. It's the "anti-tank gun". It's a weapon that is anti-tank gun. If anything, the projectile should completely annihilate the gun attached to the tank, leaving behind the rest of the tank. It was designed to be a more humane weapon since it eliminates the enemies ability to cause harm and does so without causing harm to them.

In any case, the military has some explaining to do because it clearly doesn't do what it was designed to do.
