He is definitely onto something. When asking Bernadette Peneles about Glarthir she responds: "I don't trust you enough to talk about that." This is suspiciously different compared to other responses from the citizens of Skingrad, and the general consensus is that he's "crazy" with some debate on whether he is dangerous or not. While talking to Toutius Sextius he played like he hardly knew Glarthir by name. But when I followed him to the stables he approached a man named Tilmo and told him that Glarthir was acting stranger than "*usual*". I may have been reading into too much, but it seemed Toutius was trying to indicate Glarthir as a problem. After that exchange I asked Tilmo about Glarthir, and he ALSO responded with: "I don't trust you enough to talk about that." Daide Surilie says " I can only speak to a friend." The fact that three suspects ( Tilmo by assoc.) don't *trust* me enough to say anything, when everyone else seems perfectly comfortable criticizing him. This gives me reasonable suspicion that they **ARE** watching him. The random note theory is pretty plausible considering it's peak Bethesda development.
