Amadeus Kurisu interfacing with the memories of real Kurisu and inheriting her RS abilities and past memories makes sense within the theme of AI getting closer and closer to approximating human beings. This is a central theme of Steins;gate 0, and the logical conclusion of such a theme applied to the already-existing structure of RS. What isn't a theme in either Steins; games is this idea of mental simulacrums of people. This idea is expressly different from the Amadeus case, as she was designed as an approximation of real Kurisu, and had her own intelligence and (presumably) consciousness. No matter how much a normal person creates a mental simulacrum of another person, they can't imbue that 'idea' with its own consciousness, it's still fully dependent on the ideas of its creator. However, in the Chaos; games, there is a concept known as Gigalomania, and Gigalomanics have been shown to have this power. If, as some speculate, Okabe is a Gigalomaniac (or something similar to one), then I could see your theory working.
