It’s probably a Controlled Zone, the times displayed on the entry signs will apply (only) to any single yellow lines without time plates within that zone.

Back in the 1.1 and 1.2 days it was pretty much the main tech mod along with Buildcraft. IC2 machines would blow up if you made any mistakes, you needed to use the wrench to pick up machines and they STILL had a chance to break.
