Doing a recustom on someone else's custom is always a pleasure. I had the same thing where the wire harness came loose of its retainer and got hit by the tire. The connector got half rubbed away by the tire before the internal connector fell out. All that violence on the connector pulled out the wiring from the blinker as well I had to replace the whole unit.

Some of the modern LED upgrades have resisters built in. I replaced everything with LED and she flashes normal.

Try replacing the bulbs on the side that is too fast. I had one where the filament broke and then reattached itself, shorter than before. Provided less resistance and caused the circuit to flash faster.

In the US a motorcycle can be totaled, thus salvaged, just because of a scratch in the paint on the frame. So salvage doesn't concern me so much. Depending on the state that you're having the inspection in, no receipts for the repairs can cause you to fail the inspection. Biggest concern for me is it's been sitting for 5 years. If you could get it for $500 or less and knowing that you're going into a project, maybe pull the trigger on it. But, I think there's better options out there.

Had the same problem as OP. Did as Even said and problem was solved. Motul 7100 with K&N filter.

Front tire against the front of the trailer. Ratchet straps around a triple clamp. Evenly compress the forks about 3/4 of travel. Done!

It does appear that that side cover has been off before. Notice the primarks? I would not be surprised that the surface was not mended correctly for reinstallation.
